JRChurch-What your talking about is a filter capacitor. In the past I've bypassed it. I think I saw a replacement capacitor in either Eklhers or Mid America. If you know someone with a cap checker, you can find the value in microfarads (UF) and replace it with a capacitor from Radio Shack. Good luck.

The wire had broken off of my tach filter as well. I used a wiring diagram provided by Smokehouse69 to build a new one. It was easy and only cost ~$7.
After mine broke off, the wire shorted out (grounded) against my intake manifold and that killed my coil. Do not let this wire ground itself (coming from the distributor). It WILL kill the ignition coil and or the ignition module.
