Need advice on headlights for '81

Default Need advice on headlights for '81
I have a 1981 Corvette. When i bought i the headlights were open and unwilling to go down.

I know the common problem with the headlights are the actuators, but seeing as these are expensive I want to exhaust every other possibility first.

Suggestions from anyone who has encountered this problem are very much appreciated.

Have you checked the vac switch under the steering column? It holds the lights up with the lights turned off.
Here is a drawing for the vac light circuit
