Default Front suspension rebuild

First time doing a Front End Rebuild and need alittle help. All came apart Ok but now I have a few Questions on the install. Putting in Poly bushings back in on the A-Arms

#1 Are the inner sleeves on the Upper A arm shafts supossed to fit tight as mine rotate on the arm , Or do the tighten up once the bushing is installed and end bolts are torqued up allowing the bushing to rotate on the innner sleeveand not the inner sleeves on the shaft. Dont want to get it all together and have to take it back apart again.

#2 The Lower A arm shaft has some front to rear play with the bushings installed. If I slide the shaft foward in the bushings I have allot of inner sleeve showing at that end and the intructoin say to file the inner sleeve down to .01 to .02 from edge of bushing. This is so the bushing won't squeak. Do you center the shaft first then file the inner sleeve.Also I thought the washer needed to be in contact with the Bushing to keep it from walking out.

Rotation is fine. Sloppiness isn't.

1 Bushing shell should not move/turn
They are pressed in. Replace and make sure they are tight
2 inner sleave ends serrated to contact washers, locks.
Don't know what your saying about shorting, sqeaking.
Poly will sqeak, grease is used.

The VBP replacement Inner sleeves are long and have to be filed down until the the sleeves protrudes between .010 to .020 from the outside edge of the bushing when installed according to the direction. I will just center the shaft between the arm and then file the sleeves as noted above. The sleeves they supplied are not serrated like the ones I removed so I am hoping that when I torque them up they will not move.

Hmm...the inner sleeves that came with my ES poly bushings were identical to the factory parts, except for being made of better material. Maybe they'd sell you a set separately?
