I have a 1980 L48 automatic that has begun surging when driving at a steady cruising speed. It starts fine and accelerates fine. Distributor cap, rotor, coil, spark plugs and wires, carb, and fuel pump have already been replaced. Surging is the same with EGR valve connected or disconnected. Anybody else experienced something like this?
Possibilities could be:
1- vacuum leak, check all hoses and trans modulator valve
2- did you adjust the timing?, could be you bumped it when replacing cap and rotor
3- Sticking advance mechanism in distributor, need to turn and snap back freely, springs too weak

Most likely though, it's a vacuum issue. Try disconnecting all vacuum items (except the brake booster of course) and try it.
Before you do that though, make sure your booster isn't the culprit. You can do a really quick check on your booster by just using your mouth to suck the air out of the brake booster. If it's good, you'll get noticeable resistance almost immediately, and it'll hold that vacuum for a while.
