Try this one. Switch the hoses on the relays from one side to the other. If the headlights switch sides, it's the relay. If it does not, it's the actuator. The actuator just needs a new seal. Check the plastic bushings. DO NOT BUY REPOPS. THEY SUCK. GET GM stuff.
How do you test for the above??? Well, if the "switch hose" trick suggested by bird doesn't make a difference...unplug the misbehaving front actuator hose from the relay and blow into it. If its like blowing through a straw the boot (shown above) is torn. You need that kit to fix the problem.
If its the seal in the actuator...you need this...available at Ecklers
I hope this question is helpful to the original poster and not OT. How hard is it to install this kit? Can you do this "on the car" without removing the canister? This may be a dumb question, I've seen the kit pictured here and I have not studied anything about all this yet.

I'm having similar problems and have installed the smaller rubber boot like thingy as pictured above. It worked for a while but then it slips off. Is there a proper way to install these? (Didn't mean to steal the thread.)
