Default It always made me wonder???

I always wondered if my power windows & power seats are supposed to always be hot, as they are with the key off? Or was that normal for that era?
These are from what can see, the only acc's that function with the key off.

Power seats are usually powered with the key off, windows are not. But you can pull the plug out of the fuse block for the windows, plug it into something that's BAT hot, and they're hot all the time.

I'll take a look at the fuse box and see what's going on. I dont like the fact that the windows are always hot.
