i've been looking into Eagle street and strip stroker kits and i see that the come in two different versions: internally balanced and externally balanced (which includes the harmonic dampener and flexplate) but for some reason they seem to have priced the internally balanced kit, which comes with less, higher! is there something im missing here? dont you always need a harmonic balancer and flexplate anyway? please clear up my confusion!!

The internally balanced kit is priced higher because the rotating assembly is balanced on a machine, an extra, more costly step. The internally balanced assembly is a better option. You use it with a neutral balanced damper and flywheel or flexplate.
ok, but you still need a neutral harmonic dampener? or can you get by without it?
Your stock one is neutral balance. If you want to upgrade you buy a neutral balance damper. All small block balancers are neutral balance except the 400 or an aftermarket made for external balance motors. It cost $250 to get my assembly balanced.
