I have a new set of factory style bushing's with new sleeves and washers and can't squeeze them together enough to flare the sleeve.Do you have to use the washer's?
I don't like that tool Tom shows. The clamping part is ok but I don't know how well the flare is going to come out hammering on it. The tool I made is similar but I am able to screw the flare tool in to load the tubing after completely compressing the sleeve.

I don't like it either. I bought one a long time ago, used it once, and tied it to a rope for a boat anchor.
Actually, it bent when I used it the first time. I had to straighten it with my press to use it on the second bushing.
But... a lot of people have used it successfully from what I can tell here on the forum. I suspect it works well if the replacement rubber bushing is "soft".
