My headlights were stuck open until I realized there is a small two-orficed piece that had popped off and caused a vacuum leak.
Look to the left of the manual headlight override switch directly below the steering wheel. Check to see if this has popped off or the hoses have split.
then When you get down to actually finding the leak, heres some tips..
Have you had your hands under the dash lately? theses a myriad of Vacuum links under there that could have come loose.
If your sure no vacuum hoses have come loose anywhere then move on to The valves (I think you have two) out next to the head lamp actuator cans. These valves are often the culprit . When they start to leak your headlamps will start to raise like they have a mind of their own . Eventually they will end up staying open. They can be checked by doing a little strategic huffing and puffing on them, but first , I think youd need to figure out how they work.
Some people look for the leak with Smoke. Shut your engine off, the vacuum tank should be holding vacuum, go around with a smoke source(not burning ) and see if a hose wants to suck it in.

Are you hearing a leak in the interior?
not hearing any vacume leaks inside,i have replaced the vacume hoses from intake through fire-wall to overide switch, i will have to check the orifice valve though, thanks for the info.
this is a very informative site,now that i know what is what, for the headlights i can start trouble shooting, with my luck its probably going to be one of those acuators or valves since i have replaced most of the vacume lines, i say this because nothing has been a cheap fix yet.

I'll pass on a trip to MO. Most likely culprit is going to be the relays.
The rubber directional vlalve in the relay loses it's "rubber" characteristics over time and it gets wear from moving in the bore every time the lights go up or down.
My opinion only - others may disagree.
