I used this tach simulation program to test the tach in my 76 before the engine was put back togther.

http://frontiernet.net/~dbipes/tach/

Put it on a laptop, take some phone wire or other small gauge wire and run one wire from pin 25 on the printer port to a good ground on the car, run another from pin 2 on the printer port to your tach lead in the engine compartment. Don't worry about building the circuit on that page, the tach in the car should be able to read the 5V signal from the computer just fine.

If you dont want to mess with all of that, just pull another vehicle along side your vette, connect a wire from the coil of the other car to your tach lead, and another wire connecting a good ground from the other vehicle to a good ground on your vette. Start of the other vehicle and have someone sit in the vette to see if the gauge deflects.
