Default Rear spring bolts

I've googled and searched these forums without any luck.
I replaced our 77s rear spring with a replacement from from Corvette Central its a 9 leaf. It was taller than stock and the bolts were longer. Well I installed it loose until I could set the car back on the ground. After torquing to 70 ft lbs the lock washers are still loose. I did replace the bottom plate also. When I called them, the person acted up set I would even question what was sent and it was correct and it would be OK. My questions is , Is it correct for the locks washers to be loose after torque.
Are the bolts wrong? It hasn't been moved just setting there.The ride height looks and measures ok also.

How can you torque the bolts to 70 lbs/foot and have the washers still loose ? Are the bolts too long and bottom out in the holes ??

Make sure you have the correct length bolts. You can crack the rear cover.

If he torqued them down into the bottom of the hole he probably already cracked it.....

Time for a aftermarket cover with thicker ears.... it's likely time to change the fluid too....

from what you're describing it sounds like it's too late to safe the cover

I'll jack it back up and take a look,
but the question is what is correct?
The new spring was sent with these bolts, and I ordered the so called heavier lower plate.
The new bolts were at least 1/2 in longer than stock but the spring was that taller also.
