Default Getting '81 AC to Work...Multiple Questions

Blower - I have only low speed on all switch positions - resistor or something else?

Compressor clutch - should it engage even without freon in the system? Right now it doesn't engage at all but system isn't charged because there is a dime sized hole in the compressor hose.

Where does this vacuum line go - Tiny plastic line, black with white stripe comes out of the firewall and i found it lying over the heater box where Bubba left it when he did the engine swap. There is a tab with a hole on the end like some kind of mounting bracket. Bubba put a screw in the end of the line. I assume it supplies vacuum to a control somewhere.

Bubba did a pretty good job of installing the big crate motor but gave up on the little details like AC and cruise. Lots of wires and plumbing hanging around for me to clean up but that's half the fun of playing with old Vettes
