Default headlight/vac problem

My drivers side pop-up head light is fine when the engine is running but when I shut the engine off the head lght pops up about a quarter inch from the closed position. I have replaced every vacuum line. Any ideas?

Look at the check valve, make sure its not leaking back. Check out the vac relays make sure they are not leaking either

You might want to adjust the threaded shaft coming from the vacuum actuator container to the headlight door. It's a little work but it should help. You have to un-hook the 2 springs and pull the pin out. The pin is running through the eye of the threaded shaft. Once the pin is out you can turn the shaft. It doesnt take much. I would turn it clock wise about 2 full turns and try it.

Check the relay valve that operates the headlight.

Even with no vacumn to the cans the headlights should remain down in the down position and up when in the up position.Sounds like a mechanical problem.
