When my car is idiling I can hear a whistling sound coming from somewhere and when i put it into gear it almost goes away. 290hp crate 350, edelbrock 600, weiand intake. I was trying to set my carb and when I hooked the vaccum gauge it was bouncing around. I installed a new pvc valve and it steadied the needle after a few minutes of trying to set them the needle start bouncing again?? Two bad pvc valves?? or is it a intake leak or carb leak? I know when you floor the car it falls on its face. Once rpms are up it pulls strong. You can even grab the throttle arm on the carb and open it quickly and theres a big hesitation, it bogs out.

A HYdraMatic does have a vacuum connection so a leak there is within the realm of possibility but I would check the carb and intake first. A C3 is full of vacuum lines so there's lots of places to leak.
Start pulling vacuum lines and see if the engine idle changes or stays the same. If the idle stays the same you have a leak.

get a can of spray carb cleaner. shoot a mist of it around the suspect area. if it is leaking you will hear an instant response from the engine as it sucks in and burns the cleaner.
