Yup, mine stays at 3500 all the time. More then likely the tach circut board at the rear of the gauge. A real PITA to replace as most of the dash has to come out to get to it. The part can be had for about $50.

You can check the wiring connection at the HEI; these can get loose or dirty, or both. That might help and it's cheaper than replacing a printed circuit.

could be the tach filter. It's a little canister that is in-line between the distributor and the tach. It bolts to the top of the intake manifold right behind the carb (toward the firewall side).
They're not being made, but sometimes they turn up on ebay (I got one there last summer). Also, I believe Zip is considering making them but not on the market yet.

Saw an add in either Corvette Fever, Vette, or VetteViews about a company that has reproduced them and is looking for testers. Might be worth a shot.
