as my name states my first vette 1975 bought in april 37th bday present!! head lights are up all the time. have vacuum at relay tee, holds vacuum in tank if i remove yellow hose from left relay and plug off relay and hose to tank... light works, same thing on right side... just dont work together. i have read todays forum on light problems! checked the links! thanks for the help so far. i'm stumped any ideas

first, check to be sure the manual override isn't pulled.
then start looking for plugged filter in the control circuit (the small diameter vac lines)
then loose, broken, crimped or disconnected small diamter lines to the relays
nothing happens when removing small hose to relays "engine running head lights off in up position"
there is little vacuum at red hose going to actuator when light switch is off engine running no vacuum at either green hoses
Hook all the hoses back up and try pinching off the yellow hose going to the right relay and see if the left side will operate by using the headlight switch.Then try pinching off the yellow hose on the left relay and see if the right will operate using the switch.If it does operate then the side that is pinched is the leaker.

If you have all the hoses connected properly and no leaks the problem is most likely the seal at the frnot of the actuator. Its commonly referred to as a "magicians hat" because of the shape. Ecklers has them for about $7. Search for actuator seal. Easy to replace.
Its the red hose in the diagram that works this seal. Easy way to check. Engine off. disconnect the red hose at the actuator. Gently blow into it. Gently suck on the hose. The lights should go up and down. If its like blowing through a straw that front seal is gone.
You can try the same on the rear hose. Unfortunately if its like blowing or drawing air through a straw (no resistance) the actuator will need replacing. The rear seal is not servicable.
the actuators hold a vacuum at both red and green hoses.
i looped the yellow hoses at the tank and checked the vacuum at the littlehose before the tee.. that part of the system held vacuum. only thing left is the relays "right???" how to check and rebuild relays?

So what you are saying is by sucking and blowing the doors open and close? You get resistance....no vaccum leak?

I went out side and pulled a few hoses. Here is what i found. With the car started and the headlight switch on or off I have constant vaccum on the yellow. I also have constant vaccum on the green. I have no vaccum on the red whether the lights are up or down. I assume the red sends the signal (vaccum) to the relays to tell the lights to go up/or down but only as you pull or push the headlight switch. I was alone so I wasn't able to check the hose at the relay and use the headlight switch at the same time so i can't say when vaccum is directed througth the red.
So i guess you can check the yellow and the green for vaccum. It obvious the yellow goes to the tank because it was almost like the pressure was depleted when i pulled that hose and it took a second or two to pressurize again.
i have no vac in green hose off relay either side. i can put hose to my ear and hear relay open and close with headlight switch. red hose doesnt have vacuum just very slight back pressure when lights are off and nothing when lights are on, and i can hear relay open and close there also. i have double and triple checked my hoses and visually saw relay move up and down with light switch. can you rebuild relays? is it worth it? should i just buy new ones?

Are you sure no vacumm on the red? The yellow is the vacumm source for the relays and the relays apply the vacumm to either the red or green hoses-Red is down and Green is up*** The signal for up and down comes from the small white striped hose--"vacumm off" the white hose and the green hose gets the vacumm from the yellow and the lights go up. "vacumm on" the white striped hose and the red hose gets vacumm from the yellow and the lights go down.
