Default Parking brake question

I have my parking brakes almost completely reassembled - but there is one question I haven't been able to answer with the shop manuals - what's the torque value/proper reinstallation method for the pivot bolt at the top of the shoes? It's a longish grade 8 bolt with a tapered steel block and a weird butterfly shaped piece between the block and bolt head. From what I can tell, GM serviced the caliper bracket and backing plate as an assembly, so the manual doesn't say anything about that danged bolt.

70-75 ft lbs. Be sure it sits level after you torq it. The butterfly is the lockplate for the bolt. After tightening the bolt bend the two upper small tabs onto the bolt head. The two larger tabs on each side are to guide the brake shoes.

Thanks! That was the only thing really confusing me about the T/A rebuild.

The backing plates were spot-on (no misaligned holes) and the stainless hardware went together easily after I figured out what I was doing. Great kit.
