My 77 is leaking power steering fluid. I brought it into a local shop to have them look it over. They said I needed a new power steering valve assembly and that it would cost $500 just for the part. This is a new part direct from GM, he said rebuilt and aftermarket ones were junk and that I needed a genuine gm one. What do you think?
Nope.
When I checked at Bruce Lowry Chev, they told me that gearboxes had been discontinued about 10 years ago and that now even the rebuild kits weren't available from GM.
Drop Tracdog an email... he can either rebuid yours or get you one already rebuilt. I have 3 rebuilt gear boxes and they ALL are tight and leak free.
Just re-read and saw you are asking about a CONTROL VALVE. Same deal though. We rebuilt ours and have no leaks and no problem balancing them. Mike can get you another or rebuild yours. Our kits came from Mid-America.

Reason: because I sometimes don't pay attention
Actually you can still get the control valves and p/s cylinders at any of the corvette parts places If I am not mistaken you can get them from auto parts stores locally with lifetime warrantys.

I just ordered the PS rebuild Kit for $299 from Mid America Motorworks. You get the PS Pump, control valve, cylinder and four hoses. Of course it cost $75 for the cores and when you send them in you get that back.
Having "been there and done that" (even got the stained tshirt too), I'd suggest the VB&P new non-GM control valve (and there are other vendors that sell new non-GM ones as well). But, if you're comfortable doing a rebuild the kit will only cost you around $24 plus shipping so, as someone else said, if your core is in good shape, that's the least expensive way to go.
And, yes, the GM part is still available and will cost you about $500 (although most dealers will cut you a small discount if you ask).
If you buy a new or rebuilt control valve it should come with centering instructions - make sure to read and follow them. Also, don't forget to bleed the PS system after installation and before you start the car (Jim Shea has a great paper on this).
BTW, if you buy a new control valve, you'll be about 20%-25% of the cost into replacing your existing PS system with the Remy Racing Shop Delphi 600 series Power Steering Gear, which eliminates most of the GM system's failure points (no offense Jim!). Check out http://www.remyracingshop.com.
