Fule supply problem

Fuel Bypassing Carb???? why???
I have an 81 vette. i have no fuel pressure. 0 psi on fuel pressure guage. Installed new fuel pump. Still 0 PSI. If the return line is pinched off at the fuel pump, pressure will spike to over 10 PSI (guage limit. it's prolly higher that that) as soon as the bowl is filled and motor will run like a SOB.
My question is: is there some type of restrictor in the return line? if so, where? it is obvious the fuel is comming in the fuel pump and going right back out the return line instead of going up to the carb. I would just pinch off the return line and be done with it, but it seems the pressure goes too high with it like that.
any help would be great.
and yes... i can spell fuel... just didn't catch it before I pushed the magic button.....
