I was told the E-brake doesn't work properly, and that if I messed with it, it could cause it to lock up the rear tires, either right then, or possibly later when I could be going down a road.
So I'm not touching anything until I can learn more about it.. I'll have to scope the factory manual I've got tomorrow, it's at my office.
I would like to know if there are any tech articles on the E-Brakes for these C3's
Any diagrams or other pictures would be much appreciated too

Hi CarlR, there are a few thing that can cause the PB not to work. The parking brake parts inside the rotor could be rusty and frozen in place, geting to the shoes and other parts is the hardest part of the job.
#2 the shoes could be out of adjustment.
#3 the rear cable could be stuck in the housing.
#4 the front cable could be out of adjustment.
