I have the Cam and Crank gears lined up with the dots facing each other. I know this means #1 cylinder is at TDC. IS #1 pistion at TDC on the firing or exhaust stroke?

Dots together = #1 and #6 are both at TDC. #6 is TDC firing position and #1 is at TDC exhaust position.
I think all you have to do is , add the balencer and turn it 180 degrees and it will line up the zero and the timing tab and that will be #1 TDC and ready to drop the dist in on the #1 plug wire.
I just did this about 2 weeks ago.

Close but no cigar for you!
Rotate the crank 360 degrees (not 180 degrees) and drop in the distributor so it points to #1. Then you are good to go.
