Default block saver fit

is the bore in the block saver plate supposed to be larger than the diameter of the crank flange? I bought a used plate and lakewood housing. The block saver plate is part number is 15705. The bore is smaller than the crank flange. I can slide it past the long side of the crank flange and place it on the block dowels. Once in place, the plate is touching the crank flange.Once things are torqued down, it may clear it but it would be very close. If the bore in the plate was larger than the crank flange, this would not be an issue. Just wondering how it is supposed to fit. Any comments would be appreciated

I bolted the plate and the housing to the block without the flywheel on. The crank flange is touching the block saver plate. The motor is a 1977 350.
