Odd openings in the core support.

Odd openings in the core support.
In my radiator core support, on each side about half way down are some odd openings. They are almost big enough for a child's hand to slip through.

What is the purpose of these holes? A bundle or wires and vacuum hoses go through the one on the driver's side and the one on the passenger side has nothing.

Anyway, a lot of air is going through those holes and I feel that's hurting the cooling system.

Is there a reason I should not stuff some foam in those holes?

Okay well I think the ac system was removed from my car long before I got it.

Is it safe for me to plug them up with foam or something so long as the wires and vacuum lines still go through as before?

I just want to seal it all up as well as I can.
