Wouldn't it just be simpler to remove the heater duct from inside the car.
Build a sealed box with a fan to blow onto the heater core (as this is still in situ) into the engine bay.
The noise from the side pipes and stereo would more than drown any noise from the fan.
No. Simple would be not doing it at all. It's just more crap to go wrong.

Hmmm thats an idea or- how about put a switch in to reverse the fan blower and take air from inside the car and blow the hot air outside thru the heater core-if you need the heater just reverse the switch.
OR if you want it to be really simple just reverse the leads at the blower motor-the motor is already isolated from ground.

Why noy just plumb the coolant into the car. Fill er with water. Drive with a wetsuit and Scuba tank on.

My first thought of what you want to do is disconnect the heater hoses where the bypass manual valves are, and run them to a secondary radiator (the heater core) mounted up front of the main radiator. Basically cooling the flow of hot water going thru the heater hoses and returning the water, cooler, back to the engine
I'm sure it would have some effect in helping cool the engine. You are possibly familiar of the time honored bubba method of getting home in the summer with the radiator trying to boil over? By running the heater on full blast!
If that helps cool the engine by running the heater water into the passenger compartment to 'cool' it some, I'm sure mounting it ahead of the radiator in the wind will serve to cool it that much more. Or in the fender.
Personally I would be more comfortable leaving the heater core alone and routing the heater hoses to some sort of secondary permanently mounted radiator.

Correct me if I am wrong but I thought the 400 cooling problems were associated with the waterjacket design of the engine and had nothing to do with the radiator. If your running 600+ HP or so I might be worried about the rad but anything less the Dewitts has the capacity to handle.

The big cooling problems with 400s were caused by idiots who installed 350 heads without drilling the steam holes. Great way to cause overheating and eventually blow the heads all to Hades. The steam passages are there for a reason, since the cylinders are siamesed and aren't fully water-jacketed.
