Default Air Pump Function Vs. Carb Performance

I have an 81 w electronic carb. Upon very slight acceleration, under 2000rpm, the carb stumbles or hesitates. Does anyone understand the emissions on this car enough to say whether my missing air pump could be the cause of this??

The carb was rebuilt by reputable, best in the area. And taken back a second time and they checked it over again. I know first thought is accelerator pump. but all is well. And to be honest, I cannot remember if i had an issue before i removed the air pump which was seized at the time. I had jus gotten the car then.

One other note, my GM manual say's i should have part no. 17081217 carb. The part no that is in question is 17082204 which was replaced by previous owner.

There is a vacuum line that goes from the air pump control unit to a vacuum switch on the manifold. This is a small line, about 1/8'th inch in diameter. If it were not blocked off it would give you a vacuum leak. Check for a vacuum leak.
