turbo 400 trans problem

turbo 400 trans problem
here is my problem. I have a turbo400 tranny and a b&m 3speed ratchet shifter...
when driving, i can't run 1st gear as long as i would like to, if i go up to 5k rpms or so & try to go into 2nd gear, it won't. I have to back off the throttle & it will then go in. then, once in 2nd gear, i have the same problem going into 3rd gear, I cant hold it to a high rpm. I have to let go of the gas pedal & then it will go into 3rd.... Now, once I am in 3rd, the transmission tends to slip out of 3rd & go into 2nd again while driving.
I already tried chaging the govenor in the trans. & that didnt appear to help at all. The fluid smells fine & is a bright red, plus it appears to be full from what the dipstick is telling me.
Anyone have any suggestions? maybe I just need a rebuild...?

also.... I have a 177 blower sitting on top of my 454. think that maybe that is messing with the vacuum portion of my shifting...?? is there some sort of a mechanical vacuum modulator that might fix this shifting problem?
