I asked for some advice a while back on lower ball joints for the c3. Just for the record the new jc whitney tools are just like the old ones. i ordered the H tool for ball joints and broke it the first time i used it.
I used a tool called a sledge hammer to get my lower ball joints to seperate. You should have the lower control arm off the car to use it, but it only took a couple of hits to get both spindles free. My pickle fork was useless.
Put your jackstand under the lower arm out close to the joint.Let the weight of the car down.Loosen lower joint nut but leave on the last few threads.The weight of the rotor and brake caliper will now be on the lower joint stud.Take your hammer and hit the side of the spindle right where the joint stud goes through spindle.It will pop and drop down against the joint nut.

You might not be getting your stand or jack out far enough on the arm.If the snubber under the UPPER arm is hitting and keeping it from dropping and putting the weight of the rotor and caliper on the lower joint stud then it wont work.
Upper ball joints were no problem. The lowers are still in the control arms and have been a PITA. All of the control arms are now out of the car. I have already been through the sledge hammer and pickle fork route and was surprised at their resistance to my manly ways.
Tomorrow I am using a tool called a bazooka. (Actually, I've got a small press that should handle the job.)

This is how I did mine but they were stubborn. I had to go get a 4# hammer. I hit it a few times with the 4# and it popped off.
