I want to rebuild the motor and auto trans to respectable performance.
Can I buy Summit heads and go to carb, or drop in new crate motor?
What works best with computer in '82? I want to keep costs within reason, (Winter project).

Wow you have a ton of options. Can you narrow your budget down a little more? It really can make a huge difference if you have say $800 or $3000 to work with.

I would bet you could get the crossfire carb bodies reworked, do the rebuild with flat tops, slap on a pair of AFR180's, duals and a cam and be good to go with a LOT more punch than ya got now

I think you'll get better, and more-specific advice, if you define 'respectable-performance', and 'costs-within-reason' better.

Ok here we go. This is what I have come to a conclusion to do with the research that I have done.
72 cc heads with 180cc runners, headers, mild cam, 2"-2.5" exhaust, flat top or dished pistons. Open her up let her breathe dont go to radical with the cam and dont go to high with compression and it should all work well with the stock ECM. Should net you a little over 300 hp. You can port the intake manifold and bore the TBI units if you want. Contact Turbo City in California they can rebuild the TBI units. Also if you want some bang for your buck, change the rearend gear. I just bought a 3.73 ring and pinion for my 82.

Get an Ls1 engine/trans/ecu off ebay and stick that bad boy in there!

But to keep it more traditional, I agree with bluesilver82, he's got a nice combination for a good bump to build on the platform that you have.
