I believe that vendor is for trim tags only. It is illegal for individuals to reproduce a VIN plate.

Every state has their own guidelines for a replacement VIN plate so you need to contact your state motor vehicle department for starters so you can get info to meet all the requirements. Toyota for instance requires your original VIN plate or what's left of it to get a replacement. Since most VIN plate damage occurs during auto theft, you would need a police report and insurance write-up to verify why you need a replacement. If it is just plain missing, then you just have to state your case and have the necessary proof.
