I believe that is used for a Tow Bar attachment.
Some tow bars would attach to the bumper. No can do on a C3.
Some tow bars would attach to the front frame. No can do.
I bet that hangs way too low for your liking or speedbumps.

Looks like you may not have to remove the sway bar. Maybe just a few bolts and it will slide down, with any luck.

x2....now go over the bottom of the car and see what FLAT TOWING DID TO IT!
driveline, rear diff fluid, u-joints. etc.
Actually seeing this (I've seen it before) makes me a little queasy in the stomach....
miles on odometer DO NOT really reflect reality.
I've seen where they pull the driveshaft and then tow it across country...over hill and dale....never knowing if the rear end is overheating, leaking etc.
