Default power stearing control valve

could someone help with this problem
i have a 78 vette with a 454 engine and with over sized valve covers
so i went from a brake booster to a hydraboost set up becouse my valve cover touched the brakebooster
the problem is i cannot balance my powerstearing control valve
i followed the directions that came with the control valve and nothing
when i think i have it the stearing wheel starts moving by it's self

Sounds like it's still not balanced. Try it again with small increments in adjustments.

The steering cylinder should be removed from the frame end, if your steering wheel is moving it sounds like the cylinder bracket is still bolted to the frame? If the steering is moving left to right, the adjustment nut needs to be turned counter-clockwise until the cylinder retracts.

Do you have the balance procedure from the GM manual? If not you can get it here:

Did you try to deaireate your power steering system after installing your hydroboost unit? You need to jack up the front tires and rotate your steering wheel a couple dozen times full lock to full lock - BEFORE starting your engine. The movement of the assist cylinder back and forth during this procedure will pump large air bubbles into the pump reservoir where they can escape to atmosphere. Refill with oil as the level goes down as the air comes out.

Once you start your engine, any large air bubbles travel into the pump and get whipped with the oil into a froth. Some people report that the oil in their reservoir suddenly overflows because foamy oil takes up quite a bit more space than plain oil. The air will eventually will work its way out of the system. It just might take a couple days.

I might guess that you probably have some air still left in your system. That can make the power assist and the steering to be quite erratic.
