replaced a broken speedo cable, the odometer works now ,but the speedo still just move abit and stay around 10MPH or so, move slightly in higher speed, but no where close, any idea what is going on?

Could be a couple of things like what DW pointed out. The first thing that comes to mind with those symptoms to me is that at one point the cable may have been over lubed and grease got into the mechanism and is keeping it from turning, or there may be an issue with the hair spring in the mechanism. It's one of those things where it'll probably have to come out and be looked at.
I guess to really see what is going on, the whole instrument panel will need to come out, I think it is a lots of work, not even sure how the thing comes out ?

Yes its alot of work.If you want you can check the slop in the head by removing the cable and putting your hand up and feeling the shaft going in the back of the speedo.If it has any side to side play its bad.
One other thing to look at is the angle of the speedo cable going into the back of the speedo.On the verts there is extra bracing in the dash.I have seen the cable routed in a way that binds the free movement of the speedo head by pulling it sideways.Make sure it is routed as straight as possible going in the back and not being pushed on by the bracing.It is possible to feed it in without sharp bends.
