Default '81 Air Cleaner

When I bought my '81, it had a butchered air cleaner assembly with both 'snorkels' cut off along with all emissions-related equipment. I purchased a used dual-snorkel base on ebay and it fits fine but I do have one question. It has what appears to be a permanent air filter (smaller in diameter than the regular air filter for this 350 engine) that is affixed to the base so as to be non-removable. This was not present in the original air cleaner and I haven't seen it in others either. Would someone be able to tell me if it should be there, and if so, should it be used without the regular paper air filter which easily fits around it in the normal channel? I certainly don't want to have two air filters but this one certainly doesn't look like it would be easily cleanabale. It's attached in such a way that it almost seems like it is epoxy'ed on.I'd post a pic but I don't have the ability to add attachments on this site at the present time. If anyone would like a picture of it that I took earlier this morning, I can send one. Thanks for any help you can provide.

That is not a filter. That is a flame arrestor in case of backfire.

Thanks for the replies. One more question. Should it be totally opaque or should you be able to hold a light on one side of the roughly one-inch thick 'filter' and be able to see at least some light. I'm asking because I can't and I want to make certain that is the way things should be.
