There are a lot of improvements that can be made to the original electrics: Relays for the headlights to eliminate the voltage drop in the original harness, Relays for the electric fans, Better power distribution, LED lights, Upgraded Alternator, etc..
OK, You need to order a good shop manual for your specific year. Once you have that you can figure out whats going on, we can teach you how to troubleshoot anything.
Here is a Headlight modification drawing, it incorperates relays to shorten the heavy current path for the lights and get you full voltage at the lights. Its a very worthwhile mod to do. You use the existing wireing except for the front harness that goes to the lights, that part is new.
This is a horn circuit for an 81, but its not a Lot different than yours. The horn button on the column furnishes a ground to the horn relay which operates the horn.
Ctsy lights and turn signals are all fixable. Some of the other guys might be able to post the drawings.

the "anti-theft deterrent system" statement caught my eye. does that mean it's a theft deterrent deterrent system? like a sign that says"steal me, i'm someones baby"! must have been written by a gm lawyer!

Its just a circuit that honks the horn until it burns out in the event someone opens a door. It has a starter lockout circuit and thats about it. Much better systems are available aftermarket
