Go to any local parts store like Autozone, Advance, or Oreilly. They have a specific free rent tool that pulls the pulley off and presses it back on. You must use this tool for both as the pulley is press fit. DON'T EVER try to hammer it back on.
I thought this was how it was to be replaced. I will get the tool from Autozone.
A tip I will give you, is to oil the threaded shaft very well. It will have a lot of pressure on it and if the threads get hot while they are dry you will knurl the heck out of it.
Just drip some motor oil on the shaft when removing and installing the pulley.
In case you didn't know, make sure you remove and keep the two mounting studs from the old pump if you are bringing your core in first to exchange it. These are not usually supplied with new pumps.
Could you pull the pulley, when it is mounted in the engine bay?

Yes and no. If the fan shroud is out of the car, yes. If it's in, maybe, but probably not.
It's best if done on the engine so you can line it up with the other pulleys. It has to be aligned since there is no stop for the pulley...no shoulder for it to stop at and you have to use the grooves of the other pulleys to align it properly.
Typically the specification is to press the pulley flush with the end of the pump driveshaft. But the interference fit pulley does provide some ability to align things very closely. Just don't go overboard.
