starter wire
On my 77 I have a wire on the starter harnes that has a ring on it when I touch it to battery cable it sparkes so is this supposed to go to ground ?
It is long enough to reach frame so I think it should ?

Which battery cable are you touching? Pos or neg? What do you mean by sparks? A bright spark like it is a positive lead or a weak spark like it is just trying to ground itself? To tell for sure use a volt meter or a light from that cable to ground. It the light lights or you see voltage on the meter, it is a hot lead and won't go to ground.

Included in the wiring harness for the starter, on a '70, is a wire that
is supposed to go to ground.
It connects to one of the starter bolts. (The ones holding on the starter ).
I'm not sure it is the same for a '77.
