Where does the stock alternator bracket arm bolt to?
On an 82 Corvette?
This is was where it was when i first brought the car home - bolted to the lower bracket, but I think it's in the wrong spot.....should it be on the water pump instead?
Mine was originally on the water pump. I temporarily moved it to an upper hole with a spacer for my CS144. Then I ripped the old v-belt system out and installed a serpentine setup.

I would guess its right for your year, the earlier mounts to the water pump had longer arms as the secons pics shows
your upper arm will be too short to reach the water pump looks like to me
I would suggest checking the part number on the belt you have. Your bracket seems to have the bolt hole for the belt guard on it as it should if it is mounted on the water pump. Barry's mounting location on his 78 is correct, but from the factory there should be a combination bolt/stud in that hole so that you can adjust the alternator without loosening a water pump bolt.
It's interesting to look at Barry's mount because it is identical to mine, which is no surprise since I have a 78 as well. What is interesting to me is that he also has almost no adjustment on the alternator with the belt he has on there. I think you're previous owner got a belt that was too long and moved the bracket to be able to use it. But I also think maybe Barry and I have belts that are a tad too short.
Anybody know anything about differing alternator belt lengths or if maybe the correct belt is no longer available?
