I am running an aftermarket air cleaner on my 72 small block. It has a 73 hood on it so I suppose the hood clearance is the same as your car. I have a dropped base (about 3/4 inch) with a Q-jet, performer intake, and a 3 inch element. No clearance problems....
What base do I need for an aftermarket aircleaner? A flat base or a lowered base? And what size opening? '79 L-48 stock carb.

A flat base with a 2.5" Filter on it and a chrome lid will work with your hood, until, if and when you increase the flow characteristics of your engine, Then you would need to increase the filter depth and use a drop base for it to fit under your hood with ease.
edit: You use the standard 14" filter, All except the Tripower and L88 Cold air systems used on The earlier Bigblocks were 14" . C3 trivia buffs Feel free to correct me if Im wrong.

If your not replacing the intake manifold with a high rise, you use any air cleaner for a 4 barrel as long as it isn't to high a standard base should do. I never had any problems with air cleaners on my engine.
