These cars had a tendency to seem to sit too high for our tastes. If you can post a pic we can see if it's higher than normal, but chances are it was a stock rebuild and you're seeing a stock ride height.
I lowered my front end about 1.25" by cutting a full coil out of the bottom of the front springs. I was replacing the ball joints, replacing the bearings, and doing the suspension so it was not a big deal to cut the springs while they were out.
In your case you'll have to be careful separating things if you do decide to go in and cut a coil out, so that when you put it all back together the parts are still in good shape.
Another possibility is he tightened up the A-arm bolts before he had weight on the suspension. This creates a torque on the bushings which doesn't let it settle down.
