Never heard of it either. Anyways, to discharge static simply take a short copper rod (~8 ft), drive it into the ground, clamp a wire (2ga or so) to the rod, and then attach the other end to a wire brush. THEN vigrigously scrub the wire brush over your vette's fiber glass or fresh paint.
I have heard of this. Take a small chain, attach to a metal portion of the body (rocker channels) and rest it on the shop floor. At least this is what I was told.
When I did my fiberglass race car bodies, I would hose them down with water and that removes the static electricity. They will for sure attract dust particles if you don't get it out prior to painting.

Yes 100% correct ground the car.
The body has small braided cables from the frame to the rockers on the later cars so just laying the chain over the rear spring is enough. I used to spray on a single post lift without the wheels on the car, it was grounded well.

Static build up starts with relative humidity, this must be kept between 45% to 60% to avoid most static issues, improper ventilation is also another case of static build up during spray painting. Grounding the car, compressor and spray gun (if using a paint tank) will reduce static. Excessive static build up can cause an explosion of solvents during spraying. Automotive spray booths, are designed with all of the above in mind, control humidity and ventilation, explosion proof lighting and proper grounding features. There is a reason auto painters wear those static proof white coveralls.
Airless sprayers are the worst for static build up.
