Default idle air control valves

in my quest to diaganose a nd solve some crossire hesitation problems, i have turned to my idle air control valves. does anyone know i the plungers should move by hand? both tips were covered in carbon. i have cleaned them and the tb ports. should these pins move? thanks

Don't know which exact type GM used on the 82 but my guess is that you should be able to move the tip. It is only pushed out by a spring if i remember correctly and the tip is lifted by the coils.
