Default Seat Frame Restoration

Ok I dont know very much...well actually anything about restoration....but im working on my 79 vette anyway reading books and following guides and its looking good...

I have my seats completely out waiting on my seat rail replacements because the old ones were rusted out and snapped......
the leather itself on the bucket seat is in extremely good condition as is the foam so I am leaving all that....ordered new Acorn screws and bolts...

This leaves me with 1 problem...the actual seat frame....

They are the dark blue to which matches the interior however they are like pitted / rough and beady....and a lot of the paint is chipped off....

so what kinda place should i take them to or how can i restore them myself....Would I need to sand them and go to a paint shop for a paint match?? or would I use some kind of dye.....Im completely clueless so any input would be helpful thanks!!

1 more thing did anyone ever have any problems with undoing the bolts that hook the seat into the seat rails.....the one with the metal plate..because the bolt turned and took the metal plate with it screwing up the 2 rivets
