Default fuel gauge reading

I have a new sending unit and new GM restoration fuel gauge in my 1971 car.

when gauge gets to empty there is about 3" of gas above the strainer.

That seems like a lot of gas to be intended as a safty amount to prevent running out of gas.

Does this sound about right for the reading?

I was able to reach my hand down inside the tank and bend the sending unit rod to correct the gauge. Wait tell the level is down also put some grease on your hand it slides down easy put pulling your hand out the edge of the fill tube has a sharp edge.
