Sorry, but if you actually look at their more realistic hp values, rather than the prior inflated values, no they never did.

The 1971 LT-1 was rated by GM at 330 hp. With no changes it was de-rated to 255 hp in 1972 for a 23% drop in rating.

The highest rated true small block produced by GM was the '64-'65 fuelies rated at 375 hp. Take away the 23% "overage" and this comes down to just 290 hp.
