Default Breather Hose.

What is the purpose of the breather hose that goes from the passenger side valve cover to the underside of the air cleaner housing? Is it absolutely necessary?

You don't mention year or specific engine, but most likely it's the air inlet for the PCV system. The PCV system sucks crankcase oil/blowby vapor into the engine to be burned along with the air and fuel. The air/vapor going into the engine is replaced by 'clean' air coming in at the air filter end of that hose.

the function of it is needed as it's part of the PCV system. If you wanted to you could remove it and replace it with a push-in type breather unit available from parts vendors like JEGS and others if you wanted to "bling" up the engine a bit but you can't simply remove it and plug up the hole on the valve cover or your PCV system won't work properly.

It is a 1970 350/300. It already has a PCV valve off of the driver's side valve cover going to the carb. The reason that I am asking is that every other 350 that I see has both the PCV on the driver's side and also the breather hose on the passenger's side going to the air cleaner.

two sides to the PCV system, the intake or breather side and the exhaust side.
The breather side brings in fresh, clean air into the motor and the exhaust side (with the PCV valve) is taking out vapors from the motor and feeding it back into the carb to be burned off.
