It should only admit exhaust back to the intake during light load cruise conditions. It shouldn't be doing anything at idle.
The idea is that since you can't reburn the exhaust..it takes up space in the cylinder that would normally be filled with good fuel/air mixture and it cuts cylinder temps dramatically. Usually..if the engine hasn't been tweeked to run without it...the first sign of it not functioning at all is pinging at light throttle and if it is leaking or stuck open it will have a very poor idle.
