Basically it recirculates exhaust gasses into the incoming air charge to be re-burned with the fresh air and fuel. It helps cut down on emissions.

It should only admit exhaust back to the intake during light load cruise conditions. It shouldn't be doing anything at idle.

The idea is that since you can't reburn the exhaust..it takes up space in the cylinder that would normally be filled with good fuel/air mixture and it cuts cylinder temps dramatically. Usually..if the engine hasn't been tweeked to run without it...the first sign of it not functioning at all is pinging at light throttle and if it is leaking or stuck open it will have a very poor idle.

You've still got the crossfire right? They usually idle very nice. Look at emission decal for specs.

Check EGR by sticking your finger underneath and pushing upwards on the diaphragm. If it gets worse when you open it...that might be issue.

They also were very prone to vacuum leaks around the gasket where the top plate bolts to intake. Check for leaks.

There is an IAC motor that often gets gummed up or stuck that might not be working.
