it's been awhile since I last attempted an installation, I cant remember which hole the oil sender goes into? is it the lower or the upper?
what would the other hole before thats not for the sender?

The lower of the two is the factory location. The one above it might be tied into the same oil passage so you'll want to make sure it's plugged with a sealant. Edit: Yes it looks like a course thread bung, so it may be blind as well. Try probing it with an awl.
Also, ditch that Fram...they work about as good as a beer can stuffed with coffee filters. If you want cheap quality filters, get a basic WIX Filter at any Napa auto parts stores for a few bucks.

What filter do you use, I have been using Fram TG5 it seems to be longer than the TG30 suggested.
WIX filters are one of the best low cost filters available. Napa has them, but don't spend the extra on their Gold version...it's just a higher priced filter, that's exactly the same.

are both the holes the same size? I had trouble threading the top one.. it's a it's a ph-30, I bought a wix filter and it wouldn;t clear the headers, this filter is very close to the header
The upper hole looks like it's for the clutch bell crank, or Z-bar pivot, as most folks like to call it, when a small block is used in other than Corvettes. Most non-Corvettes have the engine mounted over the front axle, and with that forward placement, the Z-bar has to be mounted further back relative to the placement in a Corvette.
