Headlight question

Any input on why the headlights on my 69 go up all the time on start up no matter what position the headlight switch is in or what position the bypass pins are in. I am a pontiac guy doing his first vette. This car sat for 8 years with no drivetrain. The train is in and the car is sweet but I am short on vacuum headlight knowledge. Thanks

Possibly a bad check valve or a vacuum hose that's not seated.

There are lot of threads around Headlight vacum issues, just do a search on headlight vacum and start reading.
