I have replaced all my 78 power steering components but in the pocess swapped the two hyd lines on the actuator that caused the steering wheel to spin to full right lock witout input.Afrer correcting the hyd line problem the spinning stop but the steering was hard.I tried to adjust the controll valve and found the steering actuator only extending when adjusting the controll vlve clockwise if you adjust the controll vlv anti clockwise the steering actuator does not retract.Do you think I have blown any seals on the controll vlv,the steering is still hard to the right but better to the left.

ensure your control valve is not hitting the pitman arm. You may need to lossen the pinch bolt on the control valve and rotate the valve back away from the pitman arm. only rotate it enouph to clear the arm, if you rotate it too far you will stress the valve.
On my first valve rebuild I experienced something similar to what you describe only I could adjust mine so that it steered easily either one way but not the other. When I tore into the valve the second time I found one of the metal spacer/washers was bent from the fluid pressure and it being out of position. I hammered it flat and put it back together in the proper sequence and all was good.
I don't know for sure if crossing the lines will damage anything inside the valve but it would not surprise me if it did. If it were me I would take it apart and look for a bent washer.
Was this a new valve, rebuilt by a vendor, or rebuilt by yourself?
This was a new controll valve I bought from Ecklers,the same go for the sreeing actuator .I still dont know why the steering kept on spinning full right with no input to it with the crossed lines on the actuator

It is possible that the valve wasn't balanced very well as you purchased it. Now when you hooked up the pressure lines incorrectly, the valve just goes nuts because the assist is going one way and the mechanical parts are trying to go in the other direction.
I am suspecting a bent washer or a broken spring inside the valve. You are getting assist in one direction and you have leakage inside the valve in the other direction.
