I assume by your title that you are working on an 1980.
There is no real easy way just lie on your back with a flashlight and reach up there or you can also remove the heater duct work from that side for more acces.

sit sideways, lean back and rotate upside down in the seat,
now ease into the floor area and take care of business on the panel.
1. read the schematic and have a darn good idea where your going before you start
2. small flashlight or head light is great.
3. cold beer must be applied to the technician immediately after proceedure
